Abstract

The purpose of the study. The purpose of this work is a comprehensive analysis and systematization of key influencing factors, as well as the definition of the nomenclature of architectural and planning techniques in the design of integrated rapid response services (RRS) in the structure of a modern city. The research is aimed at developing a theoretical model of the «Security Center», adapted to the conditions of post-war reconstruction of Ukraine, taking into account the requirements of energy efficiency, personnel safety and social interaction. Research methods. To address this objective, the research analyzes the operational challenges of emergency response systems, integrating insights from international practice and domestic design experience. The methodological framework employs a combination of theoretical and empirical approaches, including deduction and induction, synthesis and comparison, analytical modeling, as well as systematization and generalization. These methods support a comprehensive evaluation of emergency response facilities as autonomous architectural entities, their contribution to sustainable urban development, and the formulation of innovative models for their planning and deployment to enhance operational efficiency. Main results and conclusions. The findings highlight the necessity of adopting context-appropriate typologies of emergency response services in urban environments. The study develops a systematization of architectural and planning approaches applied in the design of fire stations, emergency medical facilities, and police stations. Drawing on global and domestic case studies, three key groups of design-influencing factors are identified: political-urban, technical-technological, and socio-cultural. Finally, principles for rationalizing emergency response service design are articulated, emphasizing resilience, adaptability, and efficiency in the face of contemporary urban challenges and threats.
